class="fgas-article-header">
FGas: Looking Ahead to 2027

There is one point worth putting on the table from the outset: F-Gas does not literally amend the RITE or the RSIF, but it increasingly constrains them.

And in practice, this is almost more important than a formal amendment.

The RITE may allow a thermal solution. The RSIF may state that the solution is safe if it meets its conditions. But F-Gas may state that the equipment can no longer be placed on the market, that the virgin refrigerant can no longer be used for servicing, that leak checks must be carried out using different thresholds, or that the company or individual needs specific certification.

For HVACR professionals, this means something very simple: it is no longer enough to know whether the equipment cools or heats.

How to read an F-Gas prohibition

When reading the F-Gas Regulation, two common mistakes can distort its interpretation and create misunderstandings:

FIRST MISTAKE: Confusing placing on the market with sale, installation or operation. The Regulation defines placing on the market as “placing on the market: the release for free circulation in the Union or the supplying or making available to another person within the Union, for the first time, for payment or free of charge, or the use of substances produced, or of products or equipment manufactured, for own use”.

When Annex IV sets a prohibition date, it prevents the products concerned from being placed on the market from that date onward. It does not require equipment already in operation to be withdrawn, nor does it automatically make it illegal to install a unit that was lawfully placed on the market before that date. However, the supply chain must be able to demonstrate that lawful placing on the market when it continues to supply the product after the period provided for in Article 11.

SECOND MISTAKE: The second confusion concerns servicing. Equipment may continue to operate while, at the same time, becoming subject to a restriction on the gas that may be used to repair or recharge it. Article 13 concerns the use of refrigerant during servicing or maintenance. Therefore, the status of an existing machine depends on its refrigerant, its GWP, the type of equipment, and whether the product used is virgin, reclaimed or recycled. The technician must distinguish between the legality of the equipment and the legality of the substance used in the intervention. A service report that only identifies the machine model and the kilograms added no longer provides enough information to justify the operation.

A distinction must also be made between HFCs and the broader group of fluorinated gases. The quota in Annex VII regulates the HFCs listed in Section 1 of Annex I. Some product prohibitions, by contrast, refer to fluorinated greenhouse gases and cover substances from other groups. The exact wording of each row of Annex IV matters. It is not enough to look up the refrigerant's GWP and compare a number. You must check the chemical family covered, the equipment architecture, its rated capacity, the intended application and any possible safety exemption.

Stationary chillers from 1 January 2027

Annex IV, point 7, introduces two limits:

For chillers using fluorinated greenhouse gases with a GWP of 750 or more and a rated capacity of more than 12 kW, except where they are required to meet safety requirements at the site of operation.

For chillers using fluorinated greenhouse gases with a GWP of 150 or more and a rated capacity of up to 12 kW, except where they are required to meet safety requirements at the site of operation.

In both cases, an exemption applies where the gas is required to meet safety requirements at the site of operation. All three regulatory layers must be assessed together.

The introduction of A2L and A3 refrigerants increases the importance of room classification, maximum charge limits, ventilation, detection, alarms, documentation and installer competence. For compact outdoor heat pumps, possible gas accumulation in courtyards, recesses, drains or low-lying areas must be assessed. In split systems, the charge that could be released into a room and the mitigation measures are decisive. Simply installing the outdoor unit in the open air does not remove refrigerant from the piping or indoor units.

The rules also interact with energy efficiency. A retrofit that reduces GWP but substantially worsens COP, capacity or reliability may increase indirect emissions and costs. The certification regulation requires training on measures that improve or maintain efficiency during installation and maintenance. The transition must consider both sides: the refrigerant's direct impact and the indirect impact of electricity consumption.

Implications for manufacturers and importers

The manufacturer must classify each product accurately and avoid ambiguous catalogues. Rated capacity, architecture, refrigerant and application determine the date and the GWP limit. The declaration of conformity, manual, nameplate and advertising must be consistent. For products with a GWP of 150 or more, the regulatory information must also appear in advertising descriptions. Where a safety exemption is invoked, the manufacturer must provide for the labelling and the space needed to complete the applicable on-site requirement.

The importer faces additional risk because the HFC quota, registration in the F-Gas Portal and customs controls may block the operation. The importer must check whether the refrigerant contained in pre-charged equipment has been correctly accounted for. Documentation must also be retained for five years and certain reports must be audited. Purchasing from a supplier outside the EU does not shift responsibility outside the Union. Whoever places the product on the European market is responsible for its compliance.

Product strategy must look beyond 2027. Developing a range that only just clears the current threshold may result in a short commercial life. Small chillers and self-contained equipment are moving toward GWP below 150 and, at later dates, toward the elimination of fluorinated gases in several categories. Investing in platforms compatible with natural refrigerants, reduced charges, hermetically sealed circuits and better safety measures offers more continuity than a succession of intermediate blends.

Implications for engineering firms

Engineering teams must include an F-Gas check in equipment selection. At a minimum, the data sheet should record the regulatory category, rated capacity, refrigerant, GWP, expected charge, tonnes of CO2 equivalent, date of placing on the market and future restrictions. If the project will be carried out after January 2027, the specification must be compatible with the market at that date. F-Gas must also be coordinated with RSIF, RITE, CTE, fire safety, ventilation and electrical requirements.

Implications for installers

The installer must verify that the product was lawfully placed on the market, that the company and personnel hold the appropriate certification, and that the installation complies with the conditions applicable to the refrigerant. Before commissioning, the installer must complete the charge information on the label, record the quantities added, carry out the relevant tests and hand the documentation over to the owner. With equipment using flammable refrigerants, welding, evacuation, charging and leak-testing procedures cannot be treated as though the technician were working with an A1 refrigerant.

Implications for maintenance providers

Maintenance providers need to segment their installed-base portfolio. Equipment using very-high-GWP gases requires a supply plan for reclaimed or recycled refrigerant, stricter leak control and a replacement decision. Equipment using A2L or A3 refrigerants requires specific tools, procedures and training. Recovery must become a planned activity with identified cylinders, weighing and documented destination. Mixing recovered refrigerants destroys their value and can turn a reclaimable resource into waste destined for disposal.

Implications for owners and buyers

Owners should stop evaluating a heat pump or chiller solely by capacity, price and efficiency. The refrigerant affects future availability, maintenance cost, safety requirements and commercial life. This does not mean always choosing the lowest possible GWP. An unsafe, inefficient or hard-to-maintain solution is not sustainable either. The decision should compare seasonal performance, location, charge, risk, service availability, total cost and the regulatory timeline.

For existing equipment, it is advisable to draw up a risk map. It should identify machines with a GWP above 2,500, equipment nearing end of life, installations with repeated leaks and critical units without redundancy. The priority will not always be to replace the oldest machine. Relatively recent equipment with a high charge and poor tightness may represent a greater economic risk. Monitoring pressures, temperatures, superheat, subcooling and alarms helps detect anomalies, but it does not replace direct consumption measurement or statutory leak checks.

Purchases made toward the end of 2026 require particular care with stock. A low-priced offer may correspond to a range that can no longer be placed on the market from January. The buyer should request documentary proof of the placing-on-the-market date and confirm support for spare parts and refrigerant. Buying lawfully placed stock may be reasonable for a specific application, but doing so without considering future maintenance simply shifts the initial discount into a later bill.

Action plan

During the final quarter of 2026, each stakeholder has a role:

Manufacturers and distributors must verify that products planned for 2027 comply with Annex IV.

Engineering firms must review projects that have not yet been contracted and replace questionable references.

Maintenance companies must identify equipment with a GWP of 2,500 or more and document their servicing strategy.

Training centres must prepare practical content on hydrocarbons, CO2, ammonia, recovery and efficiency.

Owners must secure budget for critical replacements.

During 2027

Each company should maintain a live obligations matrix. The minimum columns should be date, article, product or activity affected, internal owner, evidence of compliance and outstanding risk. The document should be updated whenever the Commission publishes an exemption, amends an implementing act or issues guidance. Exemptions are specific and temporary. For example, Commission Implementing Regulation (EU) 2024/2729 authorised certain laboratory and environmental simulation equipment until the end of 2028. This cannot be extrapolated to conventional chillers.

Conclusions

The 2026-2027 period marks the shift from gradual reduction to a visible transformation of the HVACR market. In 2026, the most direct change for maintenance was the prohibition on using virgin Annex I gas with a GWP of 2,500 or more in air-conditioning equipment and heat pumps. At the same time, traceability, labelling, auditing and customs controls reduce the room for informal operations. The final quarter of the year should be used to clean up specifications and prepare catalogue changes.

On 1 January 2027, two pressures come together.

The HFC quota falls by 49.5 percent and product prohibitions enter into force in relevant categories.

Chillers up to 12 kW move to the 150 threshold; chillers above 12 kW move to the 750 threshold.

Self-contained and monobloc equipment up to 50 kW moves toward below 150, with limited safety exemptions.

A sound technical response combines product selection, safety, training and management of the existing installed base. Choosing solely on the basis of GWP leads to mistakes. Keeping high-impact refrigerants without a plan does too. The Regulation favours natural refrigerants and low-GWP solutions, but it requires the transition to be implemented with suitable equipment, competent personnel and defensible documentation. For the HVACR sector, 2027 does not mark the end of fluorinated gases. It marks the point at which the regulatory timetable begins to determine directly which technologies retain market access and which begin to be phased out.

KEYTER and the technology transition

KEYTER continues to expand its portfolio of solutions for the transition now under way by launching new heat-pump ranges using long-term refrigerants, developed for industrial applications that need to meet customers' requirements with high levels of energy efficiency.

With these new developments, KEYTER is responding to current challenges with solutions specifically designed to operate under demanding conditions without compromising equipment efficiency or reliability.

Linkedin Facebook X-twitter Youtube FGas: Looking Ahead to 2027 There is one point worth putting on the table from the outset: F-Gas does not literally amend the RITE or the RSIF, but it increasingly constrains them.
